What is SCL?
SCL system is based on the principle of advance electronic information exchange between Turkish and Russian Customs, regarding transportation of goods between the two countries within the framework of Protocol, signed by the Ministry of Customs and Trade of the Turkish Republic and Federal Customs Service of Russian Federation "On the simplification of customs procedures."
Physical control of outgoing goods and preparation of export documents before each shipment is organized in Turkey, in accordance with the requirements of the Russian customs. This can be determined as a "pre–custom clearance."
What is SCL System based on?
The "Protocol between Turkish Republic Customs Undersecreteriat and Russian Federation Federal Customs Department for the Simplification of Customs Processes" signed on September 18th 2008, sets the legal basis for the Simplified Customs Clearance Line.
The Protocol came into force following the declaration dated 28.10.2008 from the Russian side which specifies finalization of the approval on 27.10.2008 and on Turkish side the publication of the Cabinet Resolution dated 05.11.2008 in the Official Gazette dated 12.11.2008.
